The Materials Innovation and Recycling Authority, or “MIRA”, is Connecticut’s quasi-public organization responsible for the development and operation of systems and facilities that turn municipal solid waste into useful materials. Our systems and facilities help our state meet the goals of the current Solid Waste Management Plan, which are to reduce, reuse, recycle and recover resources from municipal solid waste. MIRA systems and facilities provide for solid waste disposal and volume reduction, the processing and remarketing of single-stream recyclable material, and the production of energy from the non-recyclable portion of the waste stream. To ensure Connecticut maintains its place as a leader in recycling, solid waste, and sustainable materials management, MIRA is also partnering with the Connecticut Department of Energy & Environmental Protection (“DEEP”) and embarking on a redevelopment of these facilities and systems to take advantage of cutting-edge technology.

So What Does All That Mean in Layperson’s Terms?
We are not the people who pick up your waste and recyclables (that would be your hauler or your municipal collection fleet). But if you live in one of the municipalities that has contracted with us, or are a customer of one of the haulers that has contracted with us, we developed and manage the recycling and resource-recovery facilities to which they bring your waste and recyclables. And we will continue to develop and manage new facilities in the future in accordance with Connecticut’s new Comprehensive Materials Management Strategy.

What we call waste is merely someone’s unwanted materials. MIRA and its predecessor have always represented the evolution of materials management in the region. Years ago, that meant evolving from backyard burn barrels and town dumps to state-of -the-art resource recovery facilities. It meant developing a modern recycling infrastructure. And now, we are beginning the next step in the evolution of sustainable materials management in Connecticut.
MIRA is the largest coalition in New England promoting the rights and integration of immigrants and refugees. With offices in Massachusetts and New Hampshire, we advance this mission through education and training, leadership development, institutional organizing, strategic communications, policy analysis and advocacy.
MIRA is a dynamic and multi‐ethnic coalition with 130+ organizational members, including grassroots community organizations; refugee resettlement agencies; providers of social, legal and health services, faith-based organizations and civil and human rights advocates. We organize and empower our members and allies, and together we mobilize immigrant communities to advocate for themselves, and amplify and support their voices. MIRA is a respected leader on immigrant issues at the state and national levels, and an authoritative source of information and policy analysis for policy-makers, advocates, immigrant communities and the media.
We have worked to secure millions of dollars in state funding for programs that support the social, civic and economic integration of immigrants and refugees. We advocate for progressive policies at the state, local and national levels, and fight to defeat anti-immigrant measures. We have also helped thousands of green card holders to become U.S. citizens, registered thousands of new Americans to vote, and built capacity among our members to provide legal services to immigrants. Through our AmeriCorps New American Integration Program, we support a range of programs to help newcomers to the U.S. learn English and adapt to their new life.
MIRA is also a founding member of the National Partnership for New Americans, which is co-chaired by our Executive Director Eva A. Millona. NPNA represents the collective power and resources of the country’s 37 largest regional immigrant and refugee rights organizations in 31 states, and leverages their knowledge and expertise to advance a national strategy.
